The induction of Chhagan Bhujbal as a cabinet minister in the Maharashtra government is viewed as part of the gearing up for the forthcoming local bodies elections slated in the next four months. He becomes the eight member of the Other Backward Class (OBC) community to be part of the 43 ministerial team of the Devendra Fadnavis government. These include four OBC’s from the BJP, three from the NCP and one from the Eknath Shinde faction of the Shiv Sena. Bhujbal’s induction is meant to strengthen the OBC vote bank for the Mahayuti government. His role to woo the OBC vote bank becomes crucial since the Supreme Court ruled that 27% reservation of OBCs be retained in local body elections and his resurgence is also expected to provide a counterweight to the Maratha vote bank that is the mainstay of his faction of the NCP led by Ajit Pawar. Despite Bhujbal being left out in the cold since the Mahayuti government came to power in December 2024, he retained his independent identity as an OBC leader, never shying away from taking up the cause of the OBC community. He was among the first in the state to openly call for a Caste Census. From being pushed out of the race to be Nashik’s guardian minister to his current reinstatement as cabinet minister, Bhujbal’s has clearly shown how to play the waiting game and win.

Veteran leader Sharad Pawar, Shiv Sena (UBT) leader Uddhav Thackeray, TMC MP Saket Gokhale and famous writer Javed Akhtar will be present for releasing Shiv Sena (UBT) MP Sanjay Raut’s latest book in Marathi Narkatla Swarg means Heaven in Hell in Mumbai on Saturday. Even before the launch, the book that describes the experience of Raut’s one hundred days in jail custody has started creating waves. The recent distancing between Pawar and Uddhav, the presence of Akhtar and the TMC’s token appearance in Maharashtra are some of the factors that have heightened the suspense, which is enhanced by Raut with his warning that he could have disclosed much more but has held back. Expectedly, the claims made by Raut are in the midst of political comments. Chief minister Devendra Fadnavis, when asked by the media, said sarcastically, “I have outgrown the age of reading children’s literature. In fact, I gave up reading fiction long ago.” He advised the media not to read ‘such’ writings. Raut was arrested in connection with the Rs 1000-crore Patra Chawl redevelopment project by ED in Mumbai in August 2022 under PMLA. From the day he was released from custody by court, he has been levelling one allegation after another against the BJP, Prime Minister Narendra Modi, Union home minister Amit Shah and breakaway Sena faction’s leader Eknath Shinde. There is seldom any response to his outbursts.

A felicitation of Maharashtra’s former chief ministers organized by the Nationalist Congress Party (NCP) led by deputy chief minister Ajit Pawar in Mumbai has become talk of the town for all the political reasons. The ceremony was convened under the banner Glorious Maharashtra and all former CMs of the state were invited. However, senior most among them, Sharad Pawar, did not turn up while DCM Eknath Shinde, too, stayed away, pleading that he had already scheduled other engagements. The absence of the last Congress CM in the state, Prithviraj Chavan, was noticeable. Shiv Sena leader Uddhav Thackeray is abroad, according to his annual Europe trip routine. Interestingly, CM Devendra Fadnavis attended in both capacities, former and present incumbent. Former Congress leaders Ashok Chavan and Narayan Rane, both with the BJP now, were conspicuous by their presence. Fadanvis said he had created a record by remaining CM for the shortest duration, of 72 hours in 2019. The same record was shared by Ajit Pawar, who was his deputy CM then and is now as well. Fadnavis said Ajit has another record to his credit. “He has taken oath as DCM for the maximum number of times,” Fadanvis quipped. He revealed that the teaming up of the BJP and Ajit’s NCP was incepted within those 72 hours. Fadnavis remarked that people in Maharashtra would have been happy had all former CMs attended. His reference is considered to be aimed at Eknath Shinde. More is expected to be heard soon.

Maharashtra chief minister Devendra Fadnavis has moved into his official residence, Varsha, as a caring father and mature politician. The shifting took place on the auspicious occasion of Akshaya Tritiya (30 April) though there was a personal angle, too. Fadnavis and wife Amruta were overjoyed to announce that their only child, Divija, had cleared the 10th Board examination by scoring 92.60%. The entry into Varsha was done without any fanfare; a simple pooja was performed. Till now, Fadnavis had ignored constant criticism that he was not moving into Varsha due to superstition. Those making irresponsible statements included Republican leader Prakash Ambedkar and Shiv Sena (UBT) MP Sanjay Raut. In fact, Raut had gone to the extent of alleging that Fadnavis was refusing to occupy Varsha since the horns of a buffalo sacrificed at the Kamakhya temple in Guwahati had been buried in its grounds. Raut had said that this was done to ensure that the occupant living in Varsha should not continue in office for long. Raut’s charge was directed at former CM Eknath Shinde, who had taken the Sena rebel MLAs to Guwahati and formed his government in Maharashtra in 2022. During the Guwahati stay, Shinde supporters had gone to the Goddess temple for pooja. Fadanvis had ignored such crass assaults and had declared in February that he had postponed the move into Varsha till his daughter’s annual examination in response to her wish. Recently, he has stopped reacting to Raut’s daily verbal attacks, too.

The game of one-upmanship between Shiv Sena’s Eknath Shinde and Maharashtra’s chief minister Devendra Fadnavis, that followed in the relief operations for the tourists affected by the Pahalgam terrorist attack, exposed the friction within Mahayuti government. Shinde duplicated the efforts of the Fadnavis government with his parallel visits and relief flights for the stranded tourists there. While Shinde was meeting tourists at Pahalgam, donating to the local Muslim victim and even holding parleys with Jammu and Kashmir’s deputy chief minister, Fadnavis was restricted to paying condolence visits to Pahalgam victim families at Pune. This wasn’t Shinde’s first attempt at duplication of governance; earlier too he had set up parallel medical relief funds in tandem with Fadnavis’ official ones. Shinde may have been cornered within Mahayuti with many of his decisions as CM either being withdrawn, stayed, kept in abeyance or simply rejected but he is not lying quiet and instead seizing the moment like he did at Pahalgam. He is also trying to assert himself as a Hindutva mascot and trying to usurp the advantage enjoyed by the Thackeray cousins even if they were to come together. Shinde’s attempt to carve out his own distinct identity in Fadnavis’ term, is clearly not going down with the man and the party at the helm. The BJP is clearly upset with Shinde’s attempt to hog the credit and not let the landslide majority government have its way. Shinde may be indispensable to the BJP in the run-up to the BMC polls to woo the Marathi manoos vote bank but remains to be seen how this open friction between Shinde and Fadnavis may play out for the Mahayuti in the forthcoming local elections.

Union minister Amit Shah’s 2-day Mumbai visit has posed more problems for the ruling 3-party Mahayuti alliance than it has solved, it seems. Shah visited Raigad Fort to pay tributes to Chhatrapati Shivaji Maharaj. Later he held discussions with chief minister Devendra Fadnavis and both DCMs, Eknath Shinde and Ajit Pawar, together and separately. Within minutes of his departure, social media platforms were abuzz with posts that Shinde had complained to Shah that the departments allotted to his party were not obtaining financial provisions. While Shinde has kept mum about this, Ajit Pawar, who holds the finance portfolio, has explained that nothing of the sort has happened. Pawar said he had accompanied Shah throughout the latter’s visit and was not aware of Shinde complaining to the top leader. Significantly, Fadnavis, too, has not commented on the posts. After the Raigad Fort visit, Shah lunched at the residence of NCP (Ajit) leader Sunil Tatkare, who is among the main adversaries of the Shiv Sena led by Shinde in Raigad district. His daughter Aditi is a cabinet minister while Shinde’s ardent supporter Bharat Gogawale from the district is still awaiting a ministership. Shah’s visit was expected to unravel the complication. Instead, leaders from both sides have started coming out with their own versions, once again creating an impression that the Mahayuti is still struggling to iron out its internal wrinkles.

Maharashtra chief minister Devendra Fadnavis stands cited for his continued vacillation over ‘Hindutva’, overdependence upon bureaucracy, failure to move ahead on ‘Love Jihad’, Uniform Civil Code, mob lynching case of ‘sadhus’ in Palghar, Disha Salian death case according to sources. The high command is believed to have reiterated its ‘Perform or Perish’ diktat while expressing dissatisfaction based on the litany of complaints against Fadnavis. Delay in prosecuting government officials beyond mere suspensions (25,000 birth certificates issued to illegal Bangladeshis, Rohingyas exposed by former BJP MP Kirit Somaiya) and Fadnavis’ predilection leaving the sensitive Home department under control of bureaucracy has irked the party’s high command. BJP’s former Maharashtra deputy CM, late Gopinath Munde’s daughter, cabinet minister Pankaja Munde was similarly cited for leaving her ministerial portfolios (including women and child development department) to bureaucratic discretion during Fadnavis’ 1.0 tenure (2014 and 2019) costing her dearly and being kept out of government under Fadnavis’ 76 hour 2.0 tenure and, CM Eknath Shinde’s 2.5-year tenure in 2022. Pankaja Munde is back in government, however, CM Fadnavis’ constant comparison with Uttar Pradesh, Uttarakhand and Assam counterparts over apparent ‘Hindutva’ shortcomings bodes ill for him. Maharashtra will likely witness major overhauling in coming days, a bureaucratic reshuffle on the cards at the very least. Meanwhile, only days after MoS (fisheries) Nitesh Rane conducted ‘Bhoomipujan’ for crucial jetty infrastructure off the eastern coastline of south Mumbai, BJP’s speaker in state legislative assembly Rahul Narvekar, close confidante of Fadnavis, started courting opponents of the project (falling within his assembly constituency) opening up a new political battleground for Fadnavis.

While Raj Thackeray’s Maharashtra Navnirman Sena (MNS) revived its campaign for Marathi language, this time targeting non-Marathi speaking bank officials, before chief minister Devendra Fadnavis got them to wind it up, the sober Uddhav Thackeray wing chose to do things differently. In response to Raj Thackeray’s agitation, Uddhav’’s Sena launched a drive to teach Marathi to those unfamiliar with the language. Party scion Aaditya Thackeray explained that this was for those unfamiliar with the Marathi language, particularly those working with MNC’s and those who have recently shifted to the city. For those unfamiliar with the party history, the Thackeray cousins essentially split up over their ways of taking up the cause of the Marathi manoos. In 2003, while Uddhav Thackeray had launched an inclusive ‘Mee Mumbaikar’ campaign to woo the North Indian voters, Raj Thackeray had derailed his campaign by attacking North Indian students appearing for railway exams in November 2003. Post-2006, when Raj Thackeray quit the Shiv Sena and set up MNS, he continued with his tirade beating hawkers, taxi drivers while Uddhav wooed the North Indians. The North Indians today comprise about 20% of Mumbai’s electorate making them an indispensable vote bank for all political parties in the forthcoming crucial BMC elections slated close to Diwali.  While Uddhav seeks to woo them, Raj has been trying to polarise his way into the hearts of the weakened 39 % Marathi manoos voter base. Their divergent views continue long after they have gone their own ways in different political parties. This probably explains why despite extending warm relations with each other in their private family functions, the Thackeray cousins fail to find common grounds for political reconciliation.

Now that both the houses of Parliament have passed the Waqf Amendment Bill 2025 with a comfortable majority for the ruling NDA, indications are that the political permutations and combinations in Maharashtra will emerge in a different shape. Maharashtra has over 92,000 acres of land named as Waqf properties. Their worth can run into thousands of crore rupees if developed systematically. But the more dominant consideration will be political. Certain sections in the Opposition Maha Vikas Aghadi are reported to be uneasy since their party whips had compelled them to vote against the Bill contrary to their will.  Those claiming to be staunch Hindutva proponents are hence feeling the dilemma more acutely. Deputy chief minister Eknath Shinde’s son Shrikant has openly invited such elements to the saffron fold while speaking on the Bill in the Lok Sabha. Ever since the Fadnavis government took over, there has been a steady trickle from the MVA towards either the BJP or the NCP led by Ajit Pawar or the Shiv Sena under Shinde. On the other hand, MVA leaders are finding it difficult to keep their flocks together. Sensing the potential of such a huge land bank, the Centre will be devising a formula that will further its objective of liberating the Waqf properties from the clutches of a few and involve a larger number of Muslims in running the affairs of various Waqf boards. Given the volume of opportunities to be generated, shifting of political loyalties is expected to accelerate in near future.

Prime Minister Narendra Modi’s scheduled visit to the RSS headquarters at Nagpur on March 30 will prove to be a gamechanger since the venue is situated in the Mahal area, where a horrific communal riot had rocked the nation three days ago. It is felt that the instigation for the unrest and Modi’s maiden visit to the saffron organisation’s birthplace could have some connection. However, there is no such link found so far. Nonetheless, the police have spread a vast net to nab the culprits, direct and indirect. As more and more details are being uncovered, the security agencies will have to be extra cautious for the PM’s visit. Since coming to power at the Centre in 2014, Modi has not visited the RSS headquarters, giving his detractors an opportunity to question his decision of staying away from the place considered sacred by RSS rank and file. Prior to becoming PM, Modi had frequently visited the place. During his visit, Modi will lay the foundation stone for an expansion project of Madhav Netralaya, the eye medical facility. The event will be attended by RSS chief Mohan Bhagwat, Maharashtra chief minister Devendra Fadnavis and Union minister Nitin Gadkari. The proposed visit has generated considerable interest since Modi is expected to make some major announcement. Incidentally, Modi will not be the first sitting PM to visit the RSS headquarters at Reshimbagh, Nagpur. In the past, then PM Atal Bihari Vajpayee had paid a visit to the venue.

Industrialist Gautam Adani’s 90-minute late night Saturday meeting (Mar 15) with Maharashtra chief minister Devendra Fadnavis has raised many an eyebrow. The meeting at ‘Sagar’ bungalow of the CM is considered meaningful since the Adani Group has only recently bagged a huge redevelopment contract in north Mumbai’s Goregaon suburb. The project to redevelop Motilal Nagar colony at a cost of Rs 36,000 crore is among the largest in the metropolis. The group has been under attack by the political opposition of the Fadnavis government in connection ever since it won the prestigious Dharavi redevelopment project. Allegations are made that the ruling saffron coalition is giving away Mumbai to Adani on a platter. Not deterred, Adani has maintained contacts with the Nationalist Congress party founder Sharad Pawar and Fadnavis. Both have had meetings on a couple of occasions during the past few months. The Saturday meeting began around 11 pm and ended after midnight. The 143-acre land parcel is in Goregaon, a stronghold of the BJP. Adani’s name was embroiled in the Hindenburg controversy last year. At the time, Pawar had defended the industrialist stoutly. The result was that the demand to appoint a joint parliamentary committee proved to be stillborn. Similarly, Pawar’s visit to Adani’s office and residence in Ahmedabad had attracted vast media attention. Earlier, Pawar and Adani had inaugurated a factory in Sanand in Gujarat. Except for a token protest, the Opposition Maha Vikas Aghadi has remained aloof so far about Adani.

In Maharashtra, TV news channels are playing violent videos of men being bashed, either by the supporters of local Beed BJP legislator Suresh Dhas or from those opposing him. One of Dhas’s supporters was also seen showering stacks of currency notes from his car apart from stocking deer meat. Other videos showed men being bashed up with cricket bats. The videos started emerging after the resignation of Ajit Pawar aide minister Dhananjay Munde following videos of his supporters urinating over an almost-dead Santosh Deshmukh and even clicking selfies with his body. After the resignation of Munde, the law and order situation in Beed was expected to subside. Instead, a war of violent videos of party workers bashing individuals to prove which group is more cruel has started doing the rounds on social media and TV channels. Pankaja Munde has suggested a link between these allegations of violence since her rise as a minister. Pankaja has publicly claimed that she had complained to her party bosses about the way her home district was deliberately being kept on the boil, despite assurances. The Beed drama has now shifted from an inter-coalition campaign to a campaign against one from within the BJP with factionalism clearly out in the open. Chief minister Devendra Fadnavis who is believed to have unleashed his party MLA Dhas initially against Munde seems to have clearly shifted his target within his own party too. Dhas has accused Pankaja of siding with an independent candidate in the recent elections. Pankaja, recently shared stage with Sharad Pawar and his family at a Pawar-hosted event at Baramati, where she publicly praised him.

BJP MLC Ranjitsinh Mohite Patil’s son Vijayibhav Vishwatjejsinh wed the daughter of UdaySinh Rameshrao Chikli, K Shivanshika at Akluj, Malshiras taluka in Solapur on March 8. While a lakh people attended the holy matrimony to include Maharashtra’s royalty, Rajaharshi Shahu Maharaj, Chhatrapati Sambhaji Maharaj, Chhatrapati Shivendra Raje, Maloji Raje Bhonsale (Kolhapur), Nagpur’s Sangram Sinh Raje Bhosale and the Mewad Rajput clan and yet, no BJP leaders showed up. Maharashtra CM Devendra Fadnavis, deputy CMs Ajit Pawar and Eknath Shinde missed the do. Maharashtra’s political history reveals 52 years old Ranjitsinh’s own wedding attended by over a lakh plus people and, even his father, former deputy CM Vijaysinh Mohite Patil’s wedding ceremony way back in 1971 witnessed one lakh people in attendance along with politicians from across the political lines. The lakh plus attendance at the three marriage ceremonies was maintained despite being familial affairs and non-political. When former DCM Vijaysinh Mohite Patil tied the knot with Nandini Devi (Mai Saheb) in 1971 criticism emanated over the sheer opulence exhibited when every well in Akluj (a water scarcity hit region) was filled with slabs of ice in every household to ensure free flow of water. Vijaysinh’s father Shankarrao Mohite Patil (Maharashtra’s founding Minister of Cooperation) simply explained, “Every family invitee to my son’s wedding has hosted me earlier and outside whose house I have washed my hands (had a meal). At my own son’s wedding ceremony, I invited each of them.” The Maharashtra minister is also famously cited for organizing free helicopter flights in his hometown for local farmers who he insisted would easily afford flights upon attaining their true potential as agriculturists.

Another twist has been added to the present political suspense in Maharashtra by none other than chief minister Devendra Fadanvis. Reiterating that politics can take any turn, he told an interviewer that his relations with his bete noir Sharad Pawar or Shiv Sena leader Uddhav Thackeray were never sour. At the same time, he has discounted the possibility of teaming up with either of them “in view of the present political atmosphere.” Fadnavis said that had Uddhav accepted his telephone call then (in 2019), no rift between his Sena and the BJP would have occurred. Despite this, now both talk with each other, Fadnavis clarified. His assertion is considered meaningful as there are persistent media reports that the BJP is determined to rein in both deputy CMs, Eknath Shinde and Ajit Pawar. Cancellation of certain appointments made by Shinde and scrapping of some tenders finalised in the past have led to the discussion that Fadnavis is determined to root out corruption. Against this backdrop, Fadnavis said his mission was to bring about a transformation, not take revenge against anyone. The developments over the past five years have taught him that any type of political alliance is possible, he retorted, without blaming Sharad Pawar or Uddhav directly. In Maharashtra politics, political opponents were treated as enemies earlier but he had made it clear as soon as he took over as CM that his goal was development and not settling political scores.  

Spiralling upwards, setting the national record, the Maha 2025-2026 budget close to Rs 10 lakh crore may be announced for Maharashtra with an emphasis on capex expenditure (infrastructure building) come Monday. This translates into 50% incremental funding over last year keeping with incremental government spendings registered across BJP ruled states of India. Uttar Pradesh CM Yogi Adityanath just kicked off his Rs 8.08 lakh crore budget without including supplementary demands added during the next fiscal year following up his Rs 7 lakh crore (base) 2024-2025 budget that grew close to Rs 8 lakh crore subsequently. Bihar has announced a Rs 3.70 lakh crore (base) budget. Earlier, Union Minister Nirmala Sitharaman had announced a similar package for the state in her budget speech. Maharashtra’s deputy CM Ajit Pawar will present the Budget on March 10, which is expected to be in sync with PM Narendra Modi’s development template across India, and will bear the signature style of CM Devendra Fadnavis. Critics argue burgeoning debt and increasing fiscal deficit will turn unmanageable but, financial planners will confidently dive into infrastructure spending across Maharashtra, further enhancing creation of economically prosperous infrastructure corridors for high ROI for the state in coming years. For example: The Samruddhi expressway will mushroom economic hubs on either side of the roadway providing necessary impetus to achieve multi-fold target growth albeit, after a few years. Similarly, planned solar energy infrastructure for agriculture aims to convert foodgrain producers into energy providers while installed capacity of the state (currently 45000 MW) will rise to 85,000 MW in five years.

Maharashtra Chief Minister Devendra Fadnavis is on mission mode since assuming office and extended his micro-management skills (exhibited in run up to state assemblies) to laser focus the state administration. Rooting out inefficiencies, corruption (as shortpost.in reported on Feb 4) within bureaucracy under his 3.0 tenure, Fadnavis has targeted truant IAS officers (including former BEST GMs Anil Diggikar, Harshdeep Kamble) as also kept on hold recommendations from his own cabinet colleagues for appointing personal secretaries, officers on special duty (OSDs). The CM had cleared 109 out of 125 recommendations received by the CMO. Fadnavis silenced criticism emanating from some ministerial quarters over pending postings while emphatically stating it was his prerogative and decision that was final. Maharashtra’s state secretariat is abuzz about collective political grouping within the Mahayuti alliance upset with the CM putting his foot down against ministerial staff carrying legacy of inefficiency and corruption. Fadnavis is enraged over corruption charges levelled against MMRDA by a French consultant involved in his pet ‘Maha Mumbai Metro’ project, ordering a probe. A political war of words broke out, meanwhile, between alliance counterparts: deputy CMs Eknath Shinde and Ajit Pawar over one-upmanship for second spot in Maharashtra’s political leadership. Shinde’s averment, “Don’t take me lightly,” found resonance in Pawar’s jibe, “Keep check on public averments as alliance protocol.” Pawar also noted he could overturn the horse-cart. All eyes will be on Maharashtra’s budget that deputy CM Pawar will announce over the next fortnight and implications for Shinde’s party held departments, as the political feud escalates. 

Controversial Maharashtra minister Dhananjay Munde has been down with Bell’s Palsy, which has incapacitated him. But the clamour for his resignation is not likely to subside. Munde has been the bone of contention within the ruling NDA regime due to the several serious allegations levelled against him. Some of his closest aides are behind bars and even his own future is bleak. A staunch supporter of deputy chief minister Ajit Pawar, the nephew of late Gopinath Munde, he has emerged as a formidable OBC leader in the state. Therefore, demands for his removal from the cabinet have been ignored by Pawar. However, the series of exposures with Munde’s alleged connection have landed the Fadnavis government into a tight situation. Munde’s ironclad hold over his home district, Beed, is said to have culminated into various scams and acts of violence. Chief minister Devendra Fadnavis has declared that Pawar will take a decision about Munde, whose illness has complicated the situation. Bell’s palsy is a condition that causes sudden weakness in the muscles on one side of the face. The weakness makes half of the face appear to droop. It can occur at any age though the exact cause for its occurrence is not known. Munde’s absence from the cabinet meetings and from public events had started rumours that he had resigned or had been asked to quit. He himself has so far stoutly denied any such decision. His affliction has temporarily stopped his critics but many of them have declared to continue the campaign against Munde by wishing him a speedy recovery.

Maharashtra keeps proving that there are no permanent friends or enemies in politics. So, the BJP which had launched a vociferous diatribe against Ajit Pawar’s Dhananjay Munde in Beed through its local legislator Suresh Dhas there, suddenly mediated a peace meet between them signalling de-escalations in political tensions on that front. Maharashtra reeled in a shock when Dhas admitted to dropping in to check up on Munde’s health following a surgery after spending weeks accusing his aides of extortion and murder. Uddhav too has started warming up to BJP chief minister Devendra Fadnavis prompting talks of a BJP-Sena alliance after calling each other names like Fadtus and Kadtus to each other. Fadnavis though met up with his cousin Raj Thackeray sparking talks of BJP aligning with him. Uddhav’s bete noire Eknath Shinde, on the other hand, displayed signs of warming up to Sharad Pawar. Sharad Pawar played a masterstroke by publicly felicitating Shinde, praising him and clearly dropping out Uddhav Thackeray from his books like a hot potato. Shinde these days is already having an upper hand with Operation Tiger; he intends to poach Uddhav’s three MPs. Ajit Pawar has already started attending events with the senior Pawar on the dais sparking talks of both the NCP factions warming up to each other. Amidst all these shifts and readjustments, probably to gear up for the forthcoming local body polls, the Congress is the only party which finds itself left lonely to nurse its wounds all alone. 

There is no dearth of one sensational turn after another in Maharashtra politics over the past three months. Ever since the state assembly election results came out in November, the polity has been in upheaval. The latest such development is firebrand leader Chhagan Bhujbal’s obeisance to RSS top leader Bhayyaji Joshi. Of and on attacking the Sangh Parivar, Bhujbal had nurtured his image as a secular follower of NCP founder Sharad Pawar. Many observers recalled how Bhujbal was the first to split the Shiv Sena in 1991 when Balasaheb Thackeray was at the height of his popularity. The issue was Thackeray’s refusal to accept the Mandal Commission report.  Again, it was Bhujbal who was among the top disciples of Pawar to join the newly-floated NCP in 1999. He rose to become Maharashtra’s deputy chief minister. The recent vertical split in the NCP found Bhujbal joining the faction led by Ajit Pawar and many of his closest workers were astounded. In a recent surprising turn, Bhujbal was not accommodated in the cabinet formed by chief minister Devendra Fadnavis. He had publicly lamented that Fadnavis wished to make him a minister but Ajit had stalled the move. Owing to such happenings, there is a whispering campaign to suggest that Bhujbal is on his way to join the BJP. He himself has never discounted this possibility. On top of this, Bhujbal’s unreserved praise of Bhayyaji at a Ram temple in Niphad in Nasik district a couple of days ago has once again heightened suspense about his next move. 

Maharashtra chief minister Devendra Fadnavis has described the BJP’s spectacular victory in Delhi assembly election as one more example of Ek hai toh Safe hai. Welcoming the verdict, Fadnavis recalled how Maharashtra voters had supported the NDA in the recent assembly election, scripting the first instance of Ek hai toh safe hai after BJP’s poor show in the 2024 Lok Sabha election. Fadnavis explained how the BJP had lost the Dhule Lok Sabha seat since it had hardly received any votes in the Malegaon assembly segment in which Muslims are in majority. In all the five other segments, the BJP was leading but had to accept defeat due to the substantial anti-BJP voting in Malegaon alone. He termed it as the ‘Love Jihad’ effect and said a dozen Lok Sabha seats were lost by the NDA due to the same reason. Fadnavis said that for the assembly election, PM Narendra Modi toured Maharashtra and spread the message of Ek hai toh safe hai and the impact was magical. After Maharashtra, the message has shown its power in Delhi, he observed. Fadnavis had campaigned in the national capital assembly election, too. He had held several meetings in the Marathi-speaking population of Delhi and mobilised their support. The CM has ridiculed Congress leader Rahul Gandhi for alleging that a sudden spurt in the registration of new voters was noticed in Maharashtra just before assembly polls. He advised Rahul to introspect and learn to accept the popular mandate.  

Shiv Sena (UBT) MP Sanjay Raut’s spree of making audacious allegations one after another is reaching new heights now, with his latest shocking claim. According to Raut, Maharashtra chief minister Devendra Fadnavis is not shifting to the CM’s official residence ‘Varsha’ since during previous CM Eknath Shinde’s tenure, a he-buffalo’s horns had been interred in the premises of the bungalow. The horns were that of an animal sacrificed at Guwahati’s famous Kamakhya temple, Raut had said, adding that the ritual was performed to ensure that no Shinde successor should continue in CM office for long. Fadnavis has ridiculed the slur. He has clarified that he would continue at ‘Sagar’ bungalow as his only daughter’s 10th standard examination is due soon and that she has requested him to stay there till it is over. The family will shift afterwards, he has clarified. Deputy CM Ajit Pawar has lambasted Raut for the insinuation, telling him that it was none of the MP’s business to ask such a question. Raut had also asserted that Fadnavis was not shifting to Varsha for fear of such a black magic. Raut’s reference to Kamakhya temple relates to the Shiv Sena’s split and a majority of Sena MLAs aligning with Shinde at Guwahati, where they went for a pooja at the temple. Raut is in the news for making a claim in the Rajya Sabha about the number of casualties at the ongoing Maha Kumbh at Prayagraj.

Maharashtra deputy chief minister Eknath Shinde’s repeated clarifications that he is not unhappy in the cabinet headed by chief minister Devendra Fadnavis have failed to stop the surge of speculations about his next move. The reason for such discussions is Shinde’s frequent absence from important state meetings. As a result, Shinde continues to generate suspense for the ruling coalition. The discussions revived after Shinde skipped a “war room” meeting held by Fadnavis to discuss some important schemes and projects. These included the departments like health, housing and water supply and sanitation under Sena ministers. Though Shinde failed to turn up, another deputy CM Ajit Pawar was present for the marathon meeting. Shinde had also cancelled some other official engagements and a cabinet meeting last week. Fadnavis has time and again tried to explain that there was no complication for his dispensation and that Shinde was working wholeheartedly with him. Shinde also has reiterated that he is not unhappy. “When I was the chief minister, Fadnavis worked under me. Now that he is the CM, I am working under him. For both of us, the interests of Maharashtra are paramount,” Shinde told the media. Despite this, certain signals from the BJP side are interpreted to be making Shinde uncomfortable. His supporters recall how he consented to join the Fadnavis cabinet at the eleventh hour, keeping the Mahayuti on tenterhooks. BJP strategists feel that Shinde will yield at a proper time.

An estimated 30% of the IAS administered Indian bureaucracy actively considers the VRS option. According to well-placed sources, “Last three years registered a spurt in the number of pending applications to exercise the VRS option, most officers still having over five years of service left. The handsome pension amount appears lucrative to many, including those put on notice by the Union government (and respective state governments like Maharashtra) for low productivity, efficiency and delinquent public service.” Majority of the pending applications seek the cushy handshake option, while those who fell foul of GOI evaluation parameters were told to consider exit plans sooner than resignation options later. Prime Minister Narendra Modi’s 1.0 and 2.0 tenures (between 2014 and 2024) had witnessed not only weeding out of senior officials through shortening of tenures under government service but also witnessed the lateral entry of professionals and industry domain specialists into government service. Similarly, several officials continue to perform government service notwithstanding their respective retirement from service due to their diligent and outstanding performance till retirement to include Pravin Pardeshi (CEO of MITRA). Others like former Chief Secretary of Maharashtra Dr Nitin Kareer are also expected to be tapped for active post-retirement service to the nation, sources reveal. As pen-pushing, non-productive Babus opt for early retirement the Maharashtra IAS fraternity anticipates similar cleansing of Maharashtra’s state secretariat that may be on the cards once again.

Access to Mantralaya, Maharashtra’s state secretariat, is scheduled to get tighter in Devendra Fadnavis regime 2.0. Glass flap barrier gates are being installed at various entrances to control access of visitors along with introduction of RFID and facial recognition access in high-security zones at Mantralaya. State BJP chief Chandrashekhar Bawankhule has already written to his party cadres to coordinate with ministers through liaison officials, who will be sitting at the BJP office. The BJP ministers too have also been asked to hold weekly or fortnightly janata durbars at the party office. Eknath Shinde’s Shiv Sena and Ajit Pawar’s Nationalist Congress Party too are expected to follow suit and facilitate a similar policy for their party workers from their party offices. The idea is to reduce footfalls at Mantralaya as also to rein in middle-men, who tend to approach ministers for favours like transfers of officials or to bag contracts. Ajit Pawar has already asked his cadres to not seek transfers of officials or contracts, particularly if they are going to sub-contract the work to others. Maharashtra’s earlier chief minister Eknath Shinde prided on being known as a common man’s CM and believed in open access attracting huge delegations of party workers flocking to him at Mantralaya regularly. The legislative assembly sessions under Shinde were known to be particularly crowded with ministers complaining of not even being able to walk properly in the crowded corridors of Vidhan Bhavan. Since Fadnavis’ taking over, he has first shifted the CM’s public relations officials on the lower fifth floor, already truncating access of journalists to the CM’s office. Looks like Fadnavis has taken a leaf out of Prime Minister Narendra Modi’s playbook.

Uncertainty and instability seems to be the hallmark of Maharashtra politics these days. Over two months since a majority government took charge in Maharashtra, insecurity and uncertainty persists over further splits in the Opposition. While the Opposition is on the edge with talks of their elected representatives crossing over to the treasury, the coalition partners are equally on tenterhooks owing to their inability to work freely due to many restrictions placed. Rampant rumours of switching sides and crossing over, be it of Sharad Pawar’s men or even Uddhav Thackeray over to the BJP-led Mahayuti coalition has been doing the rounds for some time now. Just when these talks of political shifts had subsided, another buzz was created about how the BJP was engineering a split in Eknath Shinde’s Shiv Sena by pitchforking another of his deputy, industries minister Uday Samant, who instantly issued denial from Davos. Ajit Pawar’s deputy Chhagan Bhujbal cuddling up to Amit Shah, who regularly drops in at Maharashtra to personally oversee affairs in state, is said to be just the tip of the iceberg.   Eknath Shinde who has been sulking since his demotion from CM’s post, is now upset with his ministers being bypassed for guardian ministership in two districts, Raigad and Nashik. His supporters went on a rampage to protest by burning tyres and blocking highways demanding the posts. Constant bickering and frictions between coalition partners over ministerial berths, portfolios, bungalows and now guardian ministerships seem to have become a hallmark of chief minister Devendra Fadnavis 2.0 term. To placate forces within his own party he created new posts like joint guardian ministers to accommodate Ashish Shelar and Mangal Prabhat Lodha. Saner voices of reason like Supriya Sule have claimed that the tensions in government were deliberately being stoked in the state, to divert attention from pressing challenges facing the state like inflation, unemployment, corruption etc.

In an interesting political twist, Tamil Nadu Industries Minister TRB Raaja who was pitching for Tamil Nadu to the investors at World Economic Forum (WEF) in Davos was found heaping praise on Maharashtra CM Devendra Fadnavis. He described Fadnavis as an amazing leader and expressed his deep respect for him. Son of DMK Lok Sabha leader TR Baalu, it was refreshing to hear the DMK Minister say that while “I am going to fight for an investment to Tamil Nadu and Maharashtra is trying to pull it for Maharashtra, I don’t mind as long as it comes and stays in India. We don’t want to lose out to Vietnam, Indonesia or Malaysia. That is the whole story when we are aggressive”. While sharing stage with Fadnavis, Raaja praised India’s growth story and described TN and Maharashtra as double engines. He also described Fadnavis as a people’s leader.”I have a huge respect for him”, said Raaja, perhaps referring to the huge mandate he recently received. He also acknowledged that Mumbai was beating TN in terms of numbers anyway. In a bid to attract investment six states — UP, Maharashtra, Telangana TN, Andhra Pradesh and Kerala fiercely competed for attention at the WEF (Jan 20-24). While Maharashtra aimed to sign MoUs worth $7 trillion, TN which had launched a global campaign under the slogan “Bullish on TN” for four days had scheduled meetings with 50 potential leaders. While it may be good optics for a DMK leader which is part of the INDIA bloc to bond with BJP CM but it does open the possibility for DMK to explore its political options beyond INDIA bloc.

The world’s oldest public transport service provider, Mumbai’s BEST undertaking’s plan to ramp up its comfortable air- conditioned travel option for last denominator citizens has ended in abject failure. The target 10,000 zero pollution EV buses by 2024 for Mumbai city, that Prime Minister Narendra Modi wants to transform into the international Fin-tech capital has not materialized. BJP’s Maharashtra executive committee member Mahendra Jain has written to the PMO and Maha CMO seeking a high-level enquiry into reasons for the failure seeking full accountability over holding Mumbai city’s progress to ransom. Maharashtra CM Devendra Fadnavis shunted out BEST GM Anil Diggikar in December 2024 itself, appointed Harshvardhan Kamble as the next IAS incumbent. Kamble was shunted out too and the BEST is headless. PM Modi provided Rs 450 crore, lying unutilized in BEST’s bank account, under the National Clean Air Programme. BEST admits to having only 3100 EV buses as of January 2025, devastating the PM’s dream. Global tenders floated by BEST in 2021 and Olectra group, a part of Megha Engineering and Infrastructures Ltd (MEIL) quoted the lowest L1 value @ 49 per km for supplying 2100 EV buses within a maximum of 18 months-time while Ashok Leyland’s Switch Mobility quoted the L1 value for supplying 200 double decker EV buses.  After tenders were opened, litigation held up the process till November 2022, finally settled by Bombay High Court. But what happened thereafter? Till January 2025 MEIL only provided wet lease services of 275 single decker buses out of 2100 promised while Swift Mobility provided less than 60 of 200 double decker EVs till date.

The increasing influx of suspected Bangladeshis in Mumbai and certain parts of the state is causing grave concern. The Maharashtra police have intensified their efforts to identify and round up such infiltrators. However, existing procedure to deal with such infiltrators is such that the accused take benefit of the system and roam freely in India. Last year, over 300 Bangladeshis were arrested in Mumbai alone while more than 900 have been caught over the past three years. Sadly, just 220 of them could be deported due to the legal framework. Almost all of them were holding passports and Aadhar cards or ration cards. A few of them reportedly could vote for the recent Lok Sabha election as well. The Anti Terrorists Squad of the police has now accelerated the drive to weed out such illegally staying Bangladeshis. According to investigators, when such migrants are produced in court, they are able to secure temporary relief on technical grounds. Once protected by court orders, they indulge in various activities. A majority of them are said to be construction workers or plumbers. The ATS has now started writing to banks to freeze their accounts. Similarly, various state authorities like the transport and rationing departments are asked to cancel their driving licenses or ration cards. It has transpired that there is a systematic chain which manages different formalities so that the migrants can obtain official seal. Maharashtra chief minister Devendra Fadnavis has termed this development as a Vote Jihad and asked the police to crack down ruthlessly.  

Top Congress leader Vijay Wadettiwar has extended good wishes to Maharashtra chief minister Devendra Fadnavis by obliquely suggesting him “to succeed Prime Minister Narendra Modi.” He, moreover, said Fadnavis has the ability, performance and courage. The veiled feeler has come at a moment when the Congress party in the state is almost leaderless. Wadettiwar is a former disciple of the then Shiv Sena’s and later BJP’s leader Narayan Rane. He followed Rane in the Congress party from the Sena and stayed on even after his mentor had followed the BJP. Wadettiwar is known for his antagonism towards state Congress president Nana Patole, a former BJP MP. Wadettiwar’s proposition was expressed at an anniversary function to remember the state’s second CM Marotrao Kannamwar at his birthplace, Chandrapur. In his acerbic speech, Wadettiwar did not feel shy of attacking Patole and Sena (UBT) MP Sanjay Raut for the drubbing the Maha Vikas Aghadi suffered in the assembly election. Wadettiwar expressed suspicion that MVA was deliberately kept unprepared for the hustings and blamed Patole and Raut for the delay and the defeat. Fadnavis did not react to Wadettiwar’s encomium while lauding the contribution of Kannamwar. The absence of former finance minister Sudhir Mungantiwar from the function in his hometown and Wadettiwar’s frank praise for Fadanvis are seen as suggestive of the shape of the things to come since the two leaders have been political competitors for a long time.

The three-party Opposition Maha Vikas Aghadi (MVA) appears to be heading towards yet another upheaval. The reason is said to be veteran leader Sharad Pawar’s displeasure with the Congress and the Shiv Sena led by Uddhav Thackeray because both the partners have shown little interest in working together against the NDA government led by BJP leader Devendra Fadnavis. Even as the INDIA bloc is still to recover from the shock administered by Uddhav with his announcement of backing the Aam Aadmi Party in Delhi assembly elections, Pawar’s discontent is finding whispers among his followers. The Congress party is still to react to Uddhav’s stance but several prominent workers from all three parties have started speaking against the two other partners. The reason is that not a single serious post-election meeting of MVA has taken place after the assembly debacle to discuss the fallout. Secondly, there is no concerted action plan against the Fadnavis government. On the other hand, there are reports that some NDA leaders have approached at least half a dozen MPs from Sharad Pawar’s NCP to join the saffron alliance. Overall, the already weak Opposition in Maharashtra is appearing shaky and doddering more and more. Untimely utterances by old timers like Prithviraj Chavan have only added to the bitterness. Pawar’s anger will prove very costly electorally for MVA since local body elections across the state are likely to take place any moment. Hence, Pawar’s next move is awaited by the opposition and the ruling side equally eagerly

At a recent meeting with his Union Cabinet ministers, PM Narendra Modi advised them to focus on the work of their ministries and also restrict their public comments to speaking only about their ministerial work. Many viewed Modi’s counsel as the beginning of an assessment of performance of ministers ahead of an impending cabinet reshuffle. It was seen as a signal that non-performing ministers would be dropped even as Modi 3.0 hasn’t completed a year. The moot point is when will the reshuffle take place? Will it be after the Delhi Assembly polls are held in February? Or soon after the Union Budget is presented on February 1? Since the immediate focus for the Centre will be Mahakumbh mid-January, one may well say PM Modi will choose his time. With too many parties trying to join the BJP’s bandwagon in Maharashrashtra – NCP (SP) leaders and Shiv Sena (UBT) praising CM Devendra Fadnavis — there may be pressure to induct new faces at the Centre. Which means it will not be just old allies Shiv Sena ( Eknath Shinde) and the NCP; NCP leader Praful Patel who spurned the initial MoS offer is certain to be included. The turnaround by veteran leader Sharad Pawar who met Modi along with pomegranate farmers could pave the way for a suitable role for daughter Supriya Sule. There is a buzz that there could be a reshuffle in the PMO too. Both NSA Ajit Doval and Dr PK Misra, principal secretary to the PM, could be hanging their boots. A 1968 Kerala cadre IPS officer Doval has had a very long and distinguished innings and retired in 2005. Misra, a Gujarat cadre IAS officer has worked closely with Modi and retired in 2013.

Embattled minister Dhananjay Munde has generated a political logjam in Maharashtra as even while facing fresh verbal attacks day in and day out, he is refusing to resign. Munde, a confidant of deputy chief minister Ajit Pawar, belongs to Vanjari community, a prominent OBC section. The NCP led by Pawar is already in the dock owing to the deputy CM’s silence over the entire sordid Beed chain of events as well as his refusal to sack Munde from the Mahayuti government. In fact, symptoms of friction between the BJP and the NCP (Ajit) over the Beed lawlessness events have started coming out in the open. The reason is some reckless statements made by BJP’s MLA Suresh Dhas, elected from Ashti in Beed district. A seasoned political figure, Dhas is a Maratha, who has been talking openly against Munde and his cousin Pankaja, both cabinet ministers in the state. In one of his speeches, Dhas attacked Pawar and the home department, held by CM Devendra Fadnavis for not removing Munde. While there is silence in the BJP camp over the utterances, Ajit’s party spokesman Sooraj Chavan has warned Dhas that such outbursts can create complications for the alliance.. “Attempts to defame Ajit Dada will be met with retaliation,” he has warned, while urging Fadnavis to rein in the MLA. The atmosphere is becoming murky since both deputy CMs, Eknath Shinde and Ajit Pawar, are avoiding making any statement over the ongoing Beed developments.

Senior BJP leader Ravindra Chavan’s anointment as the next possible Maharashtra BJP president has sent warning signals for the supporters of deputy chief minister Eknath Shinde, once again indicating internecine power play within the ruling Mahayuti alliance. Chavan’s name has been announced as the state in-charge by outgoing president Chandrashekhar Bawankule. The reshuffle was expected ever since Chavan was not included in the cabinet while Bawankule was asked to contest the assembly election which he has won. Chavan was a minister in the previous Shinde government, holding the public works department, considered a prominent position in the state hierarchy. The tussle between Shinde and Chavan is based in Thane district from which both have been getting elected time and again. In the recent assembly election, the BJP bagged nine seats while Shinde’s Shiv Sena won six. Chavan’s contribution in this handsome victory was lauded by chief minister Devendra Fadnavis by visiting Thane for a party function. This gesture has made Shinde’s supporters jittery since local body elections are expected to be held in the near future. Thane has always remained a matter of tension between the Sena and the BJP, from the days of Balasaheb Thackeray. So far, Shinde has prevailed but the assembly results have changed the picture. Chavan was elected to the assembly for the first time in 2009. Under his tutelage, the BJP has been performing well in the district. A formal announcement about Chavan’s appointment as state BJP chief is expected soon.

The Maharashtra state assembly elections gained BJP 132 elected MLAs out of 288 in the legislature and yet, some of its candidates lost out after contesting on tickets from alliance partners Shiv Sena and NCP. What does the future portend for them and will they rejoin BJP? BJP sources reveal the leaders so loaned out never resigned their parent party membership at all. Assembly elections witnessed chief minister Devendra Fadnavis, the Maha Chanakya, micro-managing not just candidatures for 148 seats his party contested but also fielding nine BJP leaders to contest from deputy CM Eknath Shinde’s Shiv Sena and five from deputy CM Ajit Pawar’s NCP. Over 19 BJP leaders were fielded, some even as independent candidates, to upset the apple cart of the Maha Vikas Aghadi. Unfortunately, BJP leaders like Santosh Shetty contesting from Bhiwandi, Ajit Pingle from Dharashiv, Shaina NC from Mumbadevi lost the electoral battle as Shiv Sena candidates and must contemplate their political future seriously. They were loaned out to alliance partners for the express purpose of impacting election results in favour of the Mahayuti alliance. It is clear Shaina NC performed creditably from south Mumbai’s Mumbadevi assembly constituency securing over 40,000 voter ayes in her favour despite over 55% of voters comprising minority community members who single-mindedly voted Congress’ Amin Patel (since 2009). Shaina and other BJP leaders who contested from different alliance parties continue to be BJP members, however, the problem of plenty that the BJP now enjoys will lead to a lot of jostling for space within the party.

Controversial minister Dhananjay Munde is now facing public ire over the murder of Massajog village sarpanch, Santosh Deshmukh, last week in Beed district. Allegations abound regarding Munde’s close associate Walmik Karad being the mastermind of the gruesome broad daylight killing in Beed district, the fiefdom of the Munde clan for several years. Chief minister Devendra Fadnavis has announced a judicial inquiry into the shocking incident and has replaced the district police chief. However, as this could not pacify the local people, deputy CM Ajit Pawar visited the village immediately after the legislature’s winter session was over as Munde is one of his staunch supporters in the NCP. Pawar was greeted with demands to remove Munde from the council of ministers. The situation has a caste angle as the deceased Deshmukh was a Maratha while Munde and Karad belong to the Vanjari community, a prominent OBC section. Pawar now has been asked by a Maratha delegation to forthwith remove Munde from the cabinet. A memorandum submitted to Pawar has levelled serious allegations against Munde. When Pawar reached Beed to interact with the Deshmukh family, he promised the bereaved that no guilty would be spared. However, the villagers were angry since Ajit Pawar did not meet them. Munde’s absence from the legislature for the last three days and the refusal of his cousin Pankaja to comment on the incident, too, have added to the gravity of the situation. Munde is expected to come out with his version so#WalmikKarad

The Thursday (Dec 19) visit of BJP and Shiv Sena (Shinde) MLAs to the RSS headquarters in Nagpur has become a hot political topic though there are other reasons, too, for intense politicking. Firstly, the MLAs belonging to the Nationalist Congress Party (NCP) led by deputy chief minister Ajit Pawar did not join the event. Secondly, those disgruntled due to their non-inclusion in the council of ministers have started expressing their anger openly. Like earlier two occasions, Ajit Pawar and most of his followers distanced themselves from the visit organized by chief minister Devendra Fadnavis. The presence of former CM Eknath Shinde and his MLAs proved to be another highlight. However, the discontent brewing within Mahayuti on other counts is now becoming more vocal. Political heavyweight Chhagan Bhujbal was the first to articulate it. His open criticism of Ajit Pawar surprised many since he had stayed by the side of Pawar all through. Now, there are reports that some of Bhujbal’s supporters want him to join the BJP to end his political wilderness. So far, Bhujbal has maintained that he is with the NCP (Ajit). The other notable leader to become the subject of political speculation is the legislative council’s deputy chairperson Neelam Gorhe. Her detractors, mainly the recent Sena (UBT) entrant Sushama Andhare, have started hinting at Gorhe’s plans to go with the BJP. Gorhe, too, has not reacted to the talk. Ajit’s sudden disappearance for two days from the winter session only added grist to the grapevine. His explanation that he was down with a throat infection is hardly swallowed. More murmurs are expected to be heard once Fadnavis announces the allocation of the portfolios.

Sunday’s swearing in of 33 (16:9:8 ratio for BJP, Shiv Sena, NCP respectively) mostly young cabinet ministers in CM Devendra Fadnavis’ 3.0 government was not followed up by expected portfolio allocations even late Thursday (Dec 19). The unrelenting clamour for one specific portfolio by a senior BJP minister-in-waiting (in apparent conflict of interest), aspiration to improve upon earlier performance in power sector by another are in the open awaiting the Maha Chanakya to coolly decide upon. Scribes housed at the state government ‘Suyog’ facility within the Family court premises near Vidhan Bhavan enjoy the Nagpur chill over familial evenings at ‘Sneh Bojans’ hosted by these as-yet ‘Anamika’ ministers. DCM Eknath Shinde’s camp brews hostility from left out veteran MLAs and cherry-picking ministers-in-waiting who threaten boiling point anytime soon. This is unlike the chill that has set upon the near deserted NCP office at Vidhan Bhavan sans activity, notwithstanding the bustling beehive of activity right outside and within the state legislature that is hosting its winter session. It is probably the first time in Maharashtra’s political history for such an ongoing legislature session without specifically assigned ministers manning questions on the floor of the state assembly and council while responding to public interest issues of state. For now, all portfolios rest with CM Fadnavis. NCP veteran Chhagan Bhujbal, Sena’s Tanaji Sawant complain vociferously from out in the cold even as some BJP MLAs rue their bad luck despite winning big in Mumbai city where the richest civic body will face the hustings very soon.

The swearing-in ceremony of the council of ministers of chief minister Devendra Fadnavis held in Nagpur on Sunday (Dec 15) will be remembered for various interesting features. While such a ceremony has taken place in the second capital of Maharashtra after a gap of 33 years, the focal point of that time, Chhagan Bhujbal in 1991, was conspicuous by his absence since his name was not in the list of the ministers of the second Mahayuti government. Similarly, prominent names like Sudhir Mungantiwar of the BJP and Dilip Walse Patil of the NCP (Ajit) were found missing though Walse, the former assembly speaker, was seen in the front row of the invitees. As announced by deputy CM Ajit Pawar, the term of all the ministers will be of two and a half years. Each has signed an undertaking accepting the condition. This, too, has happened for the first time. The rationale behind the stipulation is that since there are many hopefuls to become minister, some of the present will be asked to work for the organisation so that certain new faces can be accommodate at that future date. Barring a minister or two, all of them took oath in the name of God. Senior minister Mangal Prabhat Lodha was the lone inductee to take oath in Sanskrit. The Fadnavis team has four women, a sort of record since the outgoing government had only Aditi Tatkare, as a minister of state. Hence, the much talked-about ‘Laadki Bahin’ Scheme had been identified with her, making her victory in the assembly election easier.

Veteran leader Sharad Pawar has once again monopolised the centre stage following reports that a top leader of his party has held talks with a prominent BJP Union minister in Delhi. The political grapevine is buzzing with different versions since the meeting is believed to have occurred at industrialist Gautam Adani’s Delhi residence. In fact, Pawar started hitting the headlines on Thursday (Dec 12) morning as the news that his nephew Ajit Pawar and a couple of other NCP (Ajit) leaders had reached the patriarch’s residence. Ajit later said that being a family member, he had greeted his uncle on his birthday and nothing unusual should be read in the visit. Ajit was accompanied by Praful Patel and Sunil Tatkare, both very close to Sharad Pawar till the recent split in the NCP. The name of Adani added grist to the gossip since the industrialist had visited Maharashtra chief minister Devendra Fadnavis just a couple of days ago in Mumbai. The Adani group continues to BE target of Congress leader Rahul Gandhi and Shiv Sena party chief Uddhav Thackeray. In the past too, Adani has been meeting Pawar off and on. The presence of Fadnavis in Delhi on Thursday proved to be another trigger to speculate that the political scene of Maharashtra was likely to undergo another overhaul. Pawar’s hot and cold relationship with Prime Minister Narendra Modi has always remained an intrigue. Hence, his followers are unable to predict which way he can turn.

Shiv Sena leader Uddhav Thackeray’s plans to attend the Winter Session of the Maharashtra legislature beginning from December 16 at Nagpur will prove to be a game changer, his followers feel. Thackeray’s continued distance from the state legislative council proceedings over the past year are discussed by his party members in hushed tones since the aggressive direction needed to corner the BJP-led three-party government somehow lacks as far as his Sena is concerned. Council’s leader of the Opposition Ambadas Danve (of the Sena UBT) lacks the image and articulation which are vital for any LoP to humble the ruling side. Now that the new government led by Devendra Fadnavis has decided to appoint former CM Eknath Shinde as leader of the upper house, Danve’s limitations will be felt more vividly. Thackeray’s intermittent presence in the council ever since he resigned as chief minister in 2022 has been noted more due to his statements outside the house. He has hardly made any worthwhile speech on the floor. Therefore, his plans to remain present for the Winter Session have revived the hopes of his followers, who wish to witness his attacks against the BJP and the Sena led by Shinde. It is being recalled that Thackeray did not attend the recent three-day session of the legislature in Mumbai, held after the assembly elections. According to present indications, Thackeray will reach Nagpur well in time for the week-long session, which will be a stormy affair, focussing on settling political scores.

Maharashtra chief minister Devendra Fadnavis (3.0) faces a problem of plenty, and may likely go the whole hog constituting a full strength cabinet of ministers touching the 43-member mark. Clamouring ensued within BJP itself, with ministerial aspirants seeking plum portfolios even as earlier phased plan ‘A’ of limited 30 to 32 strong cabinet ministers may now be enlarged under intense lobbying from alliance partners. Fadnavis retains the contentious home department, Shinde’s claim remains on urban development while Pawar’s sway over finance likely continues, even including the irrigation portfolio. BJP MLAs tussle for the revenue portfolio even as Ashish Shelar and NCP’s Aditi Tatkare flash credentials seeking the Housing department. Education will see new learning programs even as revenue assumes huge significance to launch BJP high command’s programs alongside emphasis on the Dharavi recast. BJP’s plan ‘B’ of 20 ministries with itself, around 12 for Shiv Sena, 8 to 10 for NCP tallies with Union Home Minister Amit Shah fresh target set for Shinde and Pawar of inducing remaining MPs, MLAs from Uddhav’s Sena and Sharad Pawar’s motley crew to elect themselves into the NDA fold.

Maharashtra chief minister Devendra Fadnavis is now engaged in performing a balancing act between the Shiv Sena led by deputy CM Eknath Shinde and the Maharashtra Navnirman Sena (MNS) founded by Raj Thackeray. Keeping in view the coming local body elections, it will be a priority for Fadnavis to prevent any fissures in the Mahayuti alliance and to enhance its electoral might at the same time. As part of this strategy, MNS can become a crucial factor in bigger municipal corporations like Mumbai, Pune and Nasik. The Sena (UBT) still has considerable clout in these areas and any split in the Mahayuti vote bank can prove decisive for the outcome since the winning margin can be very narrow, given the possibility of multicolour fights. Hence, placating and persuading him to accept the MNS will be the next priority for Fadnavis.

With Parliament back to business, Union ministers are busy and back on their toes. No one was found more diligent than Union Road Transport & Highways Minister Nitin Gadkari. He made it a point to field questions of his ministry during the Question Hour, notwithstanding the fact that it was a big day for the BJP in Maharashtra .The Devendra Fadnavis led government was to be sworn into office.  But then questions had been lined up for the minister. Opposition MPs particularly from Rajasthan wanted to know why the Delhi- Mumbai national expressway, inaugurated by PM Modi in February 2023, had become accident prone and suffered from serious quality issues. In his defence, Gadkari explained that the expressway had reduced the distance between Delhi and Mumbai by 200 km and it was possible to travel to the cities either way within 12 hours. Built at the cost of Rs 1 lakh crore the expressway used for the first time a new technology of perpetual pavement with Stone Mastic Asphalt (SMA).”This technology is used in high-density corridors across the USA and Europe. It provides a superior riding quality to cement-concrete as an alternative,” Gadkari informed members. As for the potholes, the minister explained that his ministry had commissioned a study by IIT, Kharagpur and IIT, Gandhinagar. “Investigations have found that there were deficiencies in the SMA layer resulting in rutting”. He added that the contractors are responsible for fixing defects for the 10 years. As for the accidents, he talked about himself as a victim of road accidents. “I have been a victim myself. My leg was broken in four places when I was leader of the Opposition in Maharashtra.”

With the Mahayuti government finally managing to better their own targeted victory in 2024 Maharashtra elections, the focus has now shifted on the flagship program — the Ladki Bahin Yojana scheme. The scheme, which was introduced just six months prior to elections to get a vantage advantage and tide over factors like agrarian distress, unemployment, caste reservation rift, anti-incumbency etc has clearly served the purpose and now it was time for reality check. In his very first press briefing post taking over, third time chief minister Devendra Fadnavis confirmed that 24.3 million beneficiaries would be scanned to prune out those ineligible, clearly hinting at a lax scrutiny followed earlier in the rush of electoral generosity.  The BJP’s former finance minister Sudhir Mungatiwar had already said that the promised hike of stipend amount to Rs 2100 could happen only later in the fiscal year around Bhau beej. Fadnavis also said that financial assessment was in order before the promised stipend hike. Ex-CM Eknath Shinde, however, is determined that promises be kept and said that officials have been asked to disburse the December instalment. State bureaucrats have already been waiting for the election to get over to get into tighter fiscal discipline mode to face the reality of Rs 7.8 lakh crore of debts that Maharashtra currently faces. Babus fear that such largesse in welfare spendings could derail government spendings and functioning.

The auspicious day December 5, 2024, was scheduled by BJP for the swearing in function of Maharashtra’s next chief minister Devendra Fadnavis, without awaiting erstwhile Shiv Sena CM Eknath Shinde’s decision to enjoin with the government. Meanwhile, consternation is brewing in New Delhi over Shinde’s recalcitrance to formally announce his party’s stand like Nationalist Congress Party (NCP) Chief Ajit Pawar has done. Friday (Nov 29) night’s meeting with Union Home Minister Amit Shah was marked by Shinde making a solo appearance even as Pawar was flanked by Praful Patel, Sunil Tatkare and three four other party colleagues. Shinde’s apparent reluctance to enjoin formally has not gone down well with the BJP leadership despite his family doctor announcing that Shinde was under the weather set to improve over two days of medical treatment. The first discord before the new government is formed relates to Shinde’s insistence upon being accorded the same status as erstwhile DCM Fadnavis who enjoyed full control over the Home department. This fell foul of the BJP template of always holding crucial portfolios to include Home, Rural Development, Revenue and even Finance as a thumb rule. This equation was altered only to accommodate Ajit Pawar who was handed over the Finance department. Highly placed sources indicate that Shinde may be contemplating offering outside support to the BJP led government. 

There seems to be no end to turbulent times in Maharashtra’s politics despite the people voting in the Mahayuti alliance with a thumping majority. Despite the landslide victory, thanks to cracks developed, the next few years promise some unpredictable times thanks to the BJP misjudging the nature of Eknath Shinde. Three years back when the BJP catapulted Shinde to the top job in state, he was expected to work in the background like he had always done in the united Shiv Sena. His ascendance as CM saw him assume a larger than life image thanks to his penchant to meeting people day and night right till the crack of dawn. His generosity in doling out public funds to the public, has reaped in historical and record breaking results. The BJP is discovering the hard way that Shinde is no pushover and they are having a tough time handling him. From demanding the CM’s seat promised to him to refusing to play deputy to his erstwhile deputy Devendra Fadnavis to insisting on having the powerful home portfolio, Shinde is a tough nut to crack despite Ajit Pawar’s tame surrender giving the BJP a strong upper hand on the negotiating table. A sulking Shinde would validate the BJP’s use and throw policy. Not something they want at a time when it needs him to decimate Uddhav Thackeray’s Sena in their Mumbai bastion. Shinde’s reluctance to play second fiddle to Fadnavis or any fresh CM’s face doesn’t promise a smooth term here on, in the state.

With the Maharashtra chief ministership media narrative turning into a non-issue the focus of political attention in the state laser focuses on the fresh new faces to be inducted into CM-in-waiting Devendra Fadnavis’ cabinet of ministers. “One thing is sure there will be the induction of fresh new faces from the Marathwada and Vidarbha regions where the BJP enjoys brilliant showing of MLAs. The emphasis on forthcoming BMC elections likely in January will witness winning MLAs of Mahayuti from Mumbai, Thane cities figuring in the state council of ministers,” says a senior BJP leader. He insists that further micromanagement will be evident as Mumbai’s MLAs given cabinet rank will include a good mix of Marathi, Gujarati and north Indian winners. The BJP today boasts of seven Jain MLAs today representative of real minorities in India to also include Christians and Sikhs despite which these communities are largely bereft of fruits of conventional reservations in the political sector, job sector that aimed at social empowerment as was enshrined in the Indian constitution. Erstwhile BJP ministers Mangal Prabhat Lodha, Sudhir Mungantiwar among BJP stalwarts currently seized of political palpitations over being possibly overlooked in the new state cabinet. Will Girish Mahajan, who delivered on his promise to politically checkmate Fadnavis’ BJP bete noir Eknath Khadse and got into former CM Eknath Shinde’s cabinet by the skin of his teeth the last time, be able to repeat his magic once again? Other veteran political stalwarts from Shiv Sena and NCP can only hope BJP’s political template change does not manifest with either Eknath Shinde or Ajit Pawar’s scheme of politics in Maharashtra.

NCP leader and Deputy CM Ajit Pawar, who arrived in Delhi, a day ahead of  outgoing CM and Shiv Sena leader Eknath Shinde and BJP leader Devendra Fadnavis, to meet with PM Modi and HM Amit Shah to discuss issues of  Maharashtra government formation  was a picture of cool player.  The national media, which always treated his uncle Sharad Pawar with deference for his capacity to take on leaders in  Delhi, now  viewed Ajitdada in awe.  How did he establish his supremacy in the Baramati  assembly seat, vanquish his cousin Yugendra Pawar  backed by his veteran uncle? Ajitdada patiently  tackled  every query, every doubt in a free-wheeling chat. With Praful Patel , who played host, adding very interesting inputs. However, the secret of NCP’s  phenomenal showing in Baramati and in rest of Western Maharashtra seems to lie in the kind of effort put in by Ajitdada’s own family — his gracious wife Sunetra, now a Rajya Sabha MP, and son Parth. Sunetra, who has always managed her husband’s elections, says she had  gone “house to house” seeking votes. And  it is her quiet voter outreach that seems to have finally paid off. Parth is every chip of the old block; in the sense he is more like family patriarch Sharad Pawar. He is more ambitious for the NCP and vows to  travel across India as he wants the party to expand beyond Maharashtra. He is in no hurry to become a MP or MLA. He asserts at least 2 to 3 Cong MLAs are already in touch with him to join the NCP. Naresh Arora of Design Box, who  advised the NCP in Maha polls, is likely to have a  say in the party’s expansion too.

The “Mahayuti” NDA government being installed in Maharashtra will register PM Narendra Modi’s emphasis upon fresh faces with mission Brihanmumbai Municipal Corporation in January also prioritized. Devendra Fadnavis handled seat sharing talks independently of BJP high command for general elections to 48 Maharashtra parliamentary seats and then 288 assembly constituencies, facing no competition for CM post though no Monday morning swearing in is scheduled either while partymen were advised to maintain radio silence on the subject. Erstwhile Maharashtra CM Eknath Shinde’s men gloss over popular Ladki Bahin Scheme reiterating his repeat candidature even as NCP chief Ajit Pawar rues his vociferous opposition to batenge toh katenge theme launched by BJP to counter ‘Vote Jihad’. Even after a record Maharashtra victory BJP cites 34 MVA MLAs elected through ‘Vote Jihad’ to include Mankhurd, Byculla, Mumbadevi, Dharavi, Versova, Bandra (east), Kurla, Anushakti Nagar, Malad (west), Chandivalli, Sion Koliwada, Kalina, Mahim, Malwani, Malegaon assembly segments. Matoshree now worries over the UBT motley crew of MPs taking flight. PM Modi on Saturday ticked his ‘To Do’ box created in 2019 for decimating the Uddhav Thackeray and Sharad Pawar led political formations from Maharashtra after Matoshree’s alliance jilt and Pawar’s retirement jibe. The Thackeray legacy lies politically squandered over secular ties and now, even cousin Raj’s MNS political future stands jeopardized though MLA aspirant son Amit will likely find MLC accommodation. BJP’s Pankaja Munde, Ashok Chavan may rue their opposition to party tagline. Eventually Modi’s nuanced poll theme Ek Rahenge To Safe Rahenge inspired by old English adage, “United we stand, divided we fall” won Maharashtra’s political bout. So, what was the brouhaha all about?

As the BJP savours its unprecedented election victory in Maharashtra, if there is one person who has to be credited for crafting this fabulous performance then it is Union Environment Minister Bhupendra Yadav who along with I&B minister Ashwini Vaishnaw was put in charge of the state. Deputy CM Devendra Fadnavis who is being much toasted for the record performance of the BJP– a win of 132 seats out of 149 seats it contested, marking a 85 % strike rate, acknowledged Yadav’s role and felicitated him. Yadav is a trusted aide of Union Home Minister Amit Shah, is reputed for his election management skills. He took charge of Maharashtra soon after the disastrous performance of the party in the Lok Sabha elections securing only 9 of the 48 seats in the state. As soon as he entered the scene, Yadav advised state leaders to drop their personal animosity and work cohesively as one unit. He also advised them from going to the media. Party leaders working in the election team said Yadav injected a sense of cohesiveness and purpose. What also worked was the dedicated campaign of RSS workers who undertook more than 60,000 meetings across the state mobilising Hindu voters. Party sources recalled how 20,000 such meetings by the RSS in Haryana had helped swing the north Indian state. After delivering Maharashtra, it is most likely Yadav will be rewarded with something bigger.  He was once hoping to become the Law Minister. Now it is likely he may be the next party chief.

Increased voting by women and a comparatively lower turnout of the Muslims for the Maharashtra assembly elections are likely to be the two major factors which can tilt the outcome of the crucial battle that will conclude on Saturday evening. These two trends have been commented upon repeatedly by several analysts while making a comparison with the Lok Sabha election’s voting pattern. As the turnout for this election has been the highest at more than 66% over the past three decades, both sides are claiming that it will benefit their candidates. For instance, deputy chief minister Devendra Fadnavis has suggested that the Laadki Bahin Yojana was one reason for the handsome response of women, who would support the Mahayuti nominees. The opposition Maha Vikas Aghadi (MVA) failed to gauge the potency of the scheme whereby eligible women receive Rs 1500 per month from the state. Both sides have promised to enhance the provision after watching the unprecedented welcome it has received. Similarly, the lack of enthusiasm of Muslim voters as compared with the Lok Sabha voting complexion has emerged as another important factor for the final outcome. At least a dozen Lok Sabha seats went to MVA owing to en bloc minority voting. In Dhule, while the other five assembly segments supported the Mahayuti, voting in the Malegaon assembly changed the picture and the seat went to MVA. In view of such aspects, the results are awaited eagerly.
